What is FOIL?

FOIL = Freedom of Information Law. It’s a New York State law that gives YOU the right to ask for and get copies of records that government agencies keep — including NYPD records.

If you are a survivor in NYC, you can use FOIL to request your own police report, complaint report, 911 call records, bodycam notes, or other documents.

You do NOT need a lawyer to do this. 

It’s free to file.

How to File in NYC (Easiest Way)

1. Go to: https://a860-openrecords.nyc.gov/

This is the NYC OpenRecords portal.

2. Click “Request a Record”

3. Describe what you want — be as specific as you can.

Example:

> “I am requesting the police report / complaint report for incident that occurred on [DATE] at [LOCATION]. Precinct: [If known]. My name is [YOUR NAME], DOB [YOUR DOB]. Complaint number if known: [NUMBER].”

Tips from NYPD itself:

- Include type of report, date, precinct, location of incident

- If it was an arrest record, include full name, DOB, date of arrest

- Include your name, email, phone, and address so they can respond

4. Submit and save your confirmation number. You can track it on the same site.

What Happens Next?

- The agency must acknowledge your request within 5 business days.

- They should respond within 20 business days, or tell you why they need more time.

- If they can release it, they’ll email you electronic copies. 

Survivor Tips:

You can ask for:

- Your complaint report 

- 911 call audio / Sprint report

- Body-worn camera logs

- Detective case closing sheet

If you are requesting on behalf of someone else:* You will need a signed authorization / notarized release from them.

If you want police officer complaint history:

Don’t send it to NYPD — send it to the Civilian Complaint Review Board (CCRB) on the same OpenRecords portal.

If your request is denied:

You have a right to appeal. The denial letter will tell you how.
